I'm not sure this was answered for you. On reading the official documents you might get that impression, that Bulgaria is a safe haven, but, as TD has so clearly pointed out, even in Bulgaria the act of accepting a transfusion would be construed as " I choose by my actions to no longer be one of Jehovah's Witnesses". The WT are masters of clever word use and fork-tonguedness. No wonder many posters see them as a book company run by lawyers!
