    As a territory servant, I knew that most NH's were worked by a few people, the rest just recorded
    them because they thought someone else would do them. They were usually worked by pioneers.
    The pioneers did them because they rarely had to "defend the faith" as most remained not-at-home.

    Many publishers would constantly ask for new territory, I would offer NH's to them, they would work
    them because IT'S ALL THE SAME ANYWAY.

    They were worked as they were supposed to be.

    I would think some people, like me just dont answer the door. It's not required.
