They want you to revere those who can untangle their code. All the others are infants and still feeding on milk. They want the infants to crawl around and lick the boots of the gov bod and the "deep."
This also gives some a smug feeling. My sister and her husband were just such ones. High on their own ability to wade through the drival and seem to make impressive comments at the studies.
