------------I have found that many jws apply this to within the jw congregation; officially the WTS applies this to people outside the congregation.
What you are seeing is an individual applying the "talking out of both sides of your mouth" WTS technique.

The seats are the same distance apart whether you are in a big hall or a small hall.
The only difference is that the small hall has fewer of them.

Relative: the RC this year is going to be held in the assembly hall. They arnt using the stadiums any more.
Same with my family. Their region is now also their circuit. Forget the hotel arrangements and wearing badges to "witness", now they go see the same faces in the same place and get drive-thru on the way home afterward.
