You can't pick one word and say "oh! that part is literal' and then pick another word and go 'oh! that part is symbolic!'
I think you can because the whole bible is written that way . The number is literal the 12 tribes are symbolic of a new nation not the old one . This time the gentiles are included. Works for me....
