    French lawyer at the Court of Paris. An associate member of the Law and Religions Team of LIDEMS [Le Laboratoire Interdisciplinaire Droit et Mutations Sociales = The Interdisciplinary Laboratory of Law and Social Changes], he is also a Lay Master teacher of Cult Law [or, the Law and Non-Mainstream Religions] at the University of Aix-Marseille III. He is a French expert to the Organisation for Security and Cooperation in (the OSCE panel on the freedom of religion), and a member of the editorial committees of the Yearbook of Law and Religions and Conscience and Freedom. He is a member of the International Association for the Defense of Religious Freedom. He is the top French attorney for Jehovah’s Witnesses.

    His activity as a lawyer is documented from 1988, when in a direct relationship with the French Bethel, through the AMS [l’Association Médico-Scientifique d’information et d’assistance du malade = the Medical-Scientific Association of Information and Assistance to the Ill] connection (he is the secretary of that association), he published a supplementary brochure in the bulletins of the OMS [Organization Mondiale de Santé = World Health Organisation] on the theme “Saving lives without violating consciences.” In 1990, still edited by the same association and directed by ’s medical counsel, he and Sabine Besson published “The Refusal of Blood Transfusions: Legal Aspects.” He remains in a close relationship with the international network of alternatives to transfusion, which was set up by the former French-Bethelites who founded AMS, and who have since regrouped within the LMS-Group and the Nata association – as is evidenced by the fact that the LMS-group is regularly entrusted to organise conferences of the associations, over which Alain Garay presides.

    His work as a lawyer has led him to defend Jehovah’s Witnesses in matters relating to: the refusal of young Jehovah’s Witnesses to accept either military service or alternative service for conscientious objectors before 1995; child custody (1993); the financial affairs of Jehovah’s Witnesses in France (the taxation of tangible gifts); and their stances in regard to blood transfusions, especially before the European Commission and the Bulgarian blood issue (1998). Besides his work as an attorney, he actively takes a personal interest in the controversies raised by these issues. For example:

    - He has written a book denouncing the anti-sect movement in France.

    - He participates in discussion groups [questioned as a panel member] on the subject of Jehovah’s Witnesses even when he the subject is not within his brief; for example, on the subject of secrecy in religions in 2002, he developed the them of “secrecy in the organisation of Jehovah’s Witnesses.” More recently, on the subject of marriage in religions (2006), he addressed the question in the context of Jehovah’s Witnesses. He has also participated in a colloquium with religious sociologists concerning Jehovah’s Witnesses.

    It is obvious, therefore, that the publication of his books and articles close follow the current judicial activities of Jehovah’s Witnesses. Until recently, it was difficult to find Master [Note: this is an honorific denoting his law degree and practice] Garay associated with any current clients besides Jehovah’s Witnesses.

    The strategy of lobbying that was put into place by Alain Garay can be followed over the years. It is one of a simple lawyer among other Jehovah’s Witnesses, and acting through pseudo-official bodies of the religion – such as the AMS from 1988 to 1993. He takes the initiative in the Latin-American world to be at the creation of medical law associations that regularly deal with the subject of Jehovah’s Witnesses and transfusions. In ever-increasing concentric circles, his initiative moves from its genesis in Costa Rica to embrace, first, all of Latin America, then Spain (as of 1996). In conjunction with this, he has manifested notably increased activity against anti-sect movements in the years 1998 to 2000. This has resulted in his contributions at Cesnur [Centre d'études sur les nouvelles religions = the Center for Studies on New Religions], the CSCE [the Commission on Security and Cooperation in ], and the OSCE; his activities have also led to his rubbing shoulders with European authorities in order to defend [/represent] Jehovah’s Witnesses. Following his success with the endeavour in , as of 2000 he participates in the creation of French “national” associations for patients’ rights; these associations continue to attract interest in the medical and legal domains. Having good introductions [recommendations], he will succeed in shaping the training of new lower-court magistrates and journalists in matters concerning the right of non-mainstream religionsby making the University of Aix-Marseille his headquarters for the studies leading to the undergraduate diploma [degree] of Law of Religions and of Religious Associations.

    So, in 2006 Alain Garay is an inescapable force: from a global point of view in the area of patient law and transfusions (as Vice-president of the worldwide association or transcontinental network of the LMS-Group); from European and global points of view in the matter of freedom of worship for religious minorities (for example, as an expert to the OSCE for example, and by reason of his participation in CESNUR at the CSCE); and nationally [in France] in the matter of the financial affairs of religious associations (for example, the taxation of tangible gifts to the association of Jehovah’s Witnesses), religious law (he is ‘on-call’ in case of a judicial inquiry into the role of secrecy amongst Jehovah’s Witnesses in, for example, the matter of pedophiles), medical law (for example, as brought by Patrick Pelloux and the ANDP [ Association Nationale des droits du Patient = National Association for the Rights of the Patient] into the area of medical emergencies). He is active in the education and training of future French elites in connection with the law of worship.

    Regularly accused by the anti-sect movements of being a Jehovah’s Witness himself, Garay has never expressed himself on the subject; however, the beginning of his career leaves little doubt as to his membership in the organisation.

    What were NGOs like Gregory Allen and Paul Gillies of the Watchtower Bible and Tract Society encouraged to do at the OSCE conference on Anti-Semitism? Was it a simple conference to hear views on freedom of religion?

    No, it was not! To the contrary, it was a conference to encourage NGOs and other representatives to take action on what they learned! Quote: Section 5 (page 1) paragraph 1: Minister chairman. Ladies and gentlemen. "As a member of our conference already has reminded us. This conference is not an academic seminar. We have discrimination we talk about around us in most countries and we must act! Page 3 quote: "I urge to you representatives of governments to give your support to ODIHR to organize such open conferences in many states in Central Asia, in the Caucasus region and in the Balkans, where still is religious problems specified in Kosovo and where local NGOs, churches and religious organizations and groups can meet in there own countries and report to you and other represents of the OSCE in their own languages. http://www.osce.org/documents/cio/2005/06/15067_en.pdf local backup file So we can see that the representatives from the Watchtower Bible and Tract Society, are taking an active role in "supporting" these political affairs to succeed and further spread. The Watchtower Society is allowing themselves to "take action" in these conferences, and has therefore totally taken a stand for a political event and thereby voided out all claims of so-called neutrality, just as they did when they "registered" to become a member of the United Nations.     So this conference was not just a simple affair was it? Strict security measures were implemented for the protection of those attending such a conference! Registration, passport, and proper ID badge were required. Even luggage was not permitted at the Congress Palace. So in-other-words, the Watchtower NGOs Gregory Allen and Paul Gillies were putting their very life on the line to attend and participate in this political event.

    Is the OSCE involved with the military? Yes it is, and here are some notes about the OSCE Code of Conduct.

    A regime for the democratic control of armed forces exists in the OSCE area (which stretches from Vancouver to Vladivostok) through a "Code of Conduct on Politico-Military Aspects of Security" (1994). This instrument, which links civil-military relations to human rights and international humanitarian law, has no counterpart in other security organizations. Intruding into an area of state power hitherto considered a sanctum sanctorum, it commits the OSCE member states to a regular exchange of information on the status of the democratic control of their armed forces, as well as on such issues as the fight against terrorism and the stationing of troops on foreign soil.

    This implicates the Watchtower Society with collaborating through its NGOs Gregory Allen, Marcel Gillet, and Paul Gillies with military influence, because they receive and send reports directly to the OSCE organization as to religious security needs. You may recall that Belgium and the United states are member states with the OSCE. Paul Gillies and Marcel Gillet are listed as NGOs under the Belgium State. Likewise Gregory Allen is listed under the United States as an NGO attending the OSCE conference.

    Yet hypocritically, the Watchtower Bible and Tract Society published in their "Make Sure of All Things" book 1965 page 353, that "Christians Are No Part of the World, and Do Not Take Sides in its Political Affairs." Also, that "Early Christians Avoided ALL Political Involvement!
    Do these pictures indicate a "non-political" or "strictly neutral" stand as to government affairs as claimed by the Watchtower Bible and Tract Society? Do you think these people are attending this conference to discuss God's Kingdom? (example Anti-Semitism conference Vienna).

Well, one way these NGOs are assisting OSCE is by making reports and sending them back to the Watchtower and then the Watchtower writes articles about the OSCE which are published worldwide! Here are other ways: The potential contributions to OSCE work of the NGOs that maintain contacts with the OSCE and on the basis of data stored at the ODIHR, can be described as follows:

    1. They can promote OSCE goals, objectives and provisions, they can raise awareness of the OSCE's work and win public support for
    it.

    2. They can add to the OSCE's fund of ideas and support its normative work.

    3. They can monitor the implementation of OSCE commitments, in particular those relating to the Human Dimension.

    4. They can undertake co-operative activities in the Human Dimension (election monitoring, legislation advice, etc.) and other fields.

    5. They can engage in conflict prevention and crisis management tasks, in particular through "non-official" mediation and communal dialogue. They can assist in the training of OSCE staff and in the provision of information and background material.

    6. They can provide scientific expertise in all areas of OSCE work: military aspects of security, political and economic affairs, Human Dimension.

    7. Co-operation with NGOs in these areas could contribute additional financial, organizational and personnel capacities to the implementation of OSCE tasks.

    Can you tell me how many times the name "Jesus Christ" was discussed in the above information with pictures? Not even once! So how can the Watchtower Society representatives claim that their political associations with OSCE and other government officials has anything to do with God's purposes?

    What is the criteria for attending an OSCE conference? Do you have to register with government entities? Are you required to wear an OSCE identification badge? Why don't we consider some of these requirements!

    1. The conference is being held at "The Cordoba Congress Palace!

    2. Non-Governmental Organizations (NGOs) will participate in the meeting.

    5. Participants are encouraged to submit "written contributions" to the Document Distributions Unit.

    8. All participants will be requested to present their passport or photo ID as listed in the registration form whenever they wish to enter the Congress Palace. For the same reason, we kindly ask participants to contact the Conference registration's desk at the Congress Palace prior to the opening ceremony.

    Advance registration is highly recommended in order to avoid delays in issuing the conference badges and materials before the Opening Ceremony.

    Please note that for security reasons, luggage cannot be stored at the Congress Palace including during the closing day of the Congress. We, therefore, would recommend that luggage be stored at hotels.

    Do any of those politically related terms even remotely describe "No Part of The World?" or "Avoiding All Political Involvement?" So how is the Watchtower Society taking an active role in support of the OSCE?

    Well, how about "advertising" the name OSCE to the entire world and its agendas, as was done in their "Awake" 1997 August 22nd page 31? See below:


    The Watchtower Society asked its members in the past just how they viewed hypocrisy.

    Perhaps by taking another look at the Watchtower Society and their own "faithful and discrete slave class," Jehovah's Witnesses can see the true meaning of the word "Hypocrisy!"
