Neither. Jehoiakim reigned for about 11 years from 628-618 BCE and this is the best one can hope for.
Wow you really show your true colors here...it doesn't matter to you what the Bible actually says but instead only what the WTS says.
The Bible says he reigned for 11 years, not '10 years' or 'about 11 years':
[Insight on the Scriptures, Volume 1 p. 1268 - Jehoiakim’s bad rule of about 11 years (628-618 B.C.E.) was marked by injustices, oppression, and murder. (2Ch 36:5; Jer 22:17; 52:2)]
[2 Chronicles 36:5 Je·hoiʹa·kim+ was 25 years old when he became king, and he reigned for 11 years in Jerusalem. He continued to do what was bad in the eyes of Jehovah his God.]
[2 Kings 23: 36 Je·hoiʹa·kim+ was 25 years old when he became king, and he reigned for 11 years in Jerusalem.+]

You misunderstand. Jehoiakim's reign was from 628-618 BCE and he was taken captive by Neb along with Daniel and others in 617 BCE which was in the 8th Neb's reign.
First let’s keep in mind that depending on the writer and based on what calendar they used and if they are counting from the assertion year or not, that the years we are speaking of are going to keep varying by 1 year. But let’s try to make a clearer picture to these dates so that we can reference to them better.
You have acknowledged above that Jehoiakim's reign was from 628-618, but the following states that he reigned for 11 years and 628-618 is only 10 years so his correct years would have to be 629-618 or 628- 617:
[36 Je·hoiʹa·kim+ was 25 years old when he became king, and he reigned for 11 years in Jerusalem.+]
Please answer the following question so we can begin to get a clearer picture of dates/timeframe.
The following the WTS says that 625 is Jehoiakim’s 4th year:
[Insight on the Scriptures, Volume 1 p. 1268-1269 -The fourth year of the reign of Jehoiakim (625 B.C.E.) saw Nebuchadnezzar defeat Pharaoh Necho in a battle over the domination of Syria-Palestine.]
Based on them saying 625 is his 4th year and the Scripture saying he reigned for 11 years…what years do you say are the correct years:
629-618 or 628- 617?
This is not a trick question, whatever one you say we will use it as our foundation.

Neb had not yet then brought the Jewish captives including Daniel who interpreted the dream
WTS says Jehoiakim’s ruled starting in 628 so that means his 3rd year was 625 and they say Neb began ruling in 625. Daniel was taken in 625 in Jehoiakim’s 3rd year, so Daniel was in Babylon to interpret the dream during Neb’s 2nd year as king.

[Insight on the Scriptures, Volume 1 p. 463 - Jerusalem came under final siege in Zedekiah’s 9th year (609 B.C.E.), and the city fell in his 11th year (607 B.C.E.), corresponding to Nebuchadnezzar’s 19th year of actual rule (counting from his accession year in 625 B.C.E.).]
[Daniel 1:1 In the third year of the kingship of King Je·hoiʹa·kim+ of Judah, King Neb·u·chad·nezʹzar of Babylon came to Jerusalem and besieged it.+… 3 Then the king ordered Ashʹpe·naz his chief court official to bring some of the Israelites,* including those of royal and noble descent....6 Now among them were some from the tribe* of Judah: Daniel,*+ Han·a·niʹah,* Mishʹa·el,* and Az·a·riʹah.*+]

This text omits any specific month and reads according to the NWT: "In the second year of his KINGSHIP,(emphasis added) notice not his reign, This means that Neb's 'second year' must be viewed not in terms of his reign but from another perspective such as Babylon's becoming the new World power in 607 BCE in relation to God's people.
[Daniel 2:1 In the second year of his kingship, Neb·u·chad·nezʹzar had a number of dreams, and he* was so agitated+ that he could not sleep.]
[Insight on the Scriptures, Volume 2 p. 480 - In 624 B.C.E., in the first official year of his kingship, Nebuchadnezzar again led his forces through Hattu; he captured and sacked the Philistine city of Ashkelon.]

[Insight on the Scriptures, Volume 2 p. 481 - The book of Daniel states that it was in “the second year” of Nebuchadnezzar’s kingship (probably counting from the destruction of Jerusalem in 607 B.C.E. and therefore actually referring to his 20th regnal year) that Nebuchadnezzar had the dream about the golden-headed image.]
https://wol.jw.org/en/wol/d/r1/lp-e/1200003200?q=probably&p=par#h=9
So even though Daniel states it was in the 2nd year of Neb’s kingship, he ‘probably' meant Neb’s 20th year of kingship.
_______________________________________
[Jeremiah 52: 28 These are the people whom Neb·u·chad·nezʹzar* took into exile: in the seventh year, 3,023 Jews.+ 29 In the 18th year of Neb·u·chad·nezʹzar,*+ 832 people* were taken from Jerusalem. 30 In the 23rd year of Neb·u·chad·nezʹzar,* Neb·uʹzar·adʹan the chief of the guard took Jews into exile, 745 people.*+ In all, 4,600 people* were taken into exile.]
So when Neb took 3,023 Jews in his 7th year he didn’t become ‘world ruler' yet but in his 18th when he took 832 he did. And in his 23rd year when 745 Jews were taken he became 'super duper world ruler'.

Do not Jehovah's Witnesses themselves date Nebuchadnezzar's dream of the metal image to 606/605 BCE?
More proof that the WTS can twist the Scriptures anyway they want and JW’s just believe and accept it.
Notice in the following the WTS claims that 624 was Neb’s 1st official year as his kingship.
[Insight on the Scriptures, Volume 2 p. 480 - In 624 B.C.E., in the first official year of his kingship, Nebuchadnezzar again led his forces through Hattu; he captured and sacked the Philistine city of Ashkelon.]
Now notice what Dan 2:1 says:
[In the second year of his kingship, Neb·u·chad·nezʹzar had a number of dreams, and he* was so agitated+ that he could not sleep.]
Okay, even though the WTS claims Neb became king in 625 (which we know it was really 605) they say 624 was his 1st official year of his kingship. So with that being said and using that date (624) then based on Dan 2:1 then Neb’s 2nd year of kingship should be 622 (623 if we use 625), so we should expect that the WTS says Dan 2:1 occurs in 623/622…but NO instead they say Dan 2:1 occurred in 606/605.
They twist the Scripture to say that he became ‘world ruler' in 607 but the Scripture reads that it was in the 2nd year of his KINGSHIP.
[Pay Attention to Daniel’s Prophecy! p. 46-48 - “In the second year of the kingship of Nebuchadnezzar,” wrote the prophet Daniel, “Nebuchadnezzar dreamed dreams; and his spirit began to feel agitated, and his very sleep was made to be something beyond him.” (Daniel 2:1) The dreamer was Nebuchadnezzar, the king of the Babylonian Empire. He had effectively become world ruler in 607 B.C.E. when Jehovah God allowed him to destroy Jerusalem and its temple. In the second year of Nebuchadnezzar’s reign as world ruler (606/605 B.C.E.), God sent him a terrifying dream.]

--When you have resolved the 586/7 controversy then can you speak of intellectual honesty
scholar, you speak on the discrepancy of 587/586 but you ignore the one with the WTS 607/606.
I have showed that the years the WTS has for Jehoiakim are 628 –618
https://wol.jw.org/en/wol/s/r1/lp-e?q=%22628-618%22&p=par&r=occ
Based on that Neb's 18th year would be 606
-------------------------------------
There is no need to dissolve anything as this doctrine is sound well established as part of Bible prophecy and confirmed by the outbreak of the First World War in 1914 CE.
The WTS say that in Oct 1914 is when Jesus became king and the first thing Jesus (Michael) did was throw Satan out of heaven to the earth which meant WOE for the earth. They say WW1 is evidence of that WOE. Here is the thing though, WW1 started in June/July of 1914.
WW1 began on July 28, 1914 after the assassination of Archduke Franz Ferdinand occurred on June 28, 1914.
https://en.wikipedia.org/wiki/World_War_I
[w92 5/1 p. 6 - Unseen to human eyes, in October 1914 an event of world-shaking importance took place in heaven. Jesus Christ, the permanent Heir to “the throne of David,” commenced his rule as King over all mankind.—Luke 1:32, 33; Revelation 11:15. ‘But,’ you may ask, ‘if Christ began ruling in 1914, why did conditions on earth get worse?’ Because mankind’s invisible enemy Satan was still in existence. Until 1914, Satan had access to heaven. That situation changed with the setting up of God’s Kingdom in 1914. “War broke out in heaven.” (Revelation 12:7) Satan and his demons were defeated and cast down to the earth, with catastrophic effects on mankind. The Bible foretold: “Woe for the earth and for the sea, because the Devil has come down to you, having great anger, knowing he has a short period of time.”—Revelation 12:12.] -

whereas WT has identified the exact year as 607 BCE
[Insight on the Scriptures, Volume 1 p. 1268 - Jehoiakim’s bad rule of about 11 years (628-618 B.C.E.) was marked by injustices, oppression, and murder.]
https://wol.jw.org/en/wol/s/r1/lp-e?q=%22628-618%22&p=par&r=occ
The WTS says Jehoiakim ruled 628 –618, that being the case then his 4th year would be 624 and would also be Neb’s 1st year making his 18th year 606.
[it-2 pp. 480-482 - Nebuchadnezzar ruled as king for 43 years (624-582 B.C.E.), this period including the “seven times” during which he ate vegetation like a bull.]
https://wol.jw.org/en/wol/s/r1/lp-e?q=%22624-582%22&p=par&r=occ
[Jeremiah 25:1 The word that came to Jeremiah concerning all the people of Judah in (624) the fourth year of Je·hoiʹa·kim+ son of Jo·siʹah, the king of Judah, which (624) was the first year of King Neb·u·chad·nezʹzar of Babylon.]
[Jeremiah 52:29 In the 18th year of Neb·u·chad·nezʹzar,*+ 832 people* were taken from Jerusalem.]
624 – 18 = 606

Simple, because Babylonish domination over Judah only lasted until the Jews were released from servitude to Babylon under the new King of Babylon, King Cyrus in 537 BCE
If the Babylon’s domination over Judah ended in 537 when did it begin?
Did it begin in Jehoiakim’s time?
Did it begin in Jehoiachin’s time?
Did it begin in Zedekiah’s time?
[2 Kings 24:1 In Je·hoiʹa·kim’s days King Neb·u·chad·nezʹzar+ of Babylon came against him, and Je·hoiʹa·kim became his servant for three years. However, he turned against him and rebelled. 2 Then Jehovah began to send against him marauder bands of Chal·deʹans,+ Syrians, Moʹab·ites, and Amʹmon·ites. He kept sending them against Judah to destroy it, according to Jehovah’s word+ that he had spoken through his servants the prophets…
King Je·hoiʹa·chin of Judah went out to the king of Babylon,+ along with his mother, his servants, his princes, and his court officials;+ and the king of Babylon took him captive in the eighth year of his reign.+ 13 Then he took out from there all the treasures of the house of Jehovah and the treasures of the king’s house.*+He cut into pieces all the gold utensils that Solʹo·mon the king of Israel had made in the temple of Jehovah.+ This happened just as Jehovah had foretold. 14 He took into exile all Jerusalem, all the princes,+ all the mighty warriors, and every craftsman and metalworker*+—he took 10,000 into exile. No one was left behind except the poorest people of the land.+ 15 Thus he took Je·hoiʹa·chin+ into exile to Babylon;+ he also led away the king’s mother, the king’s wives, his court officials, and the foremost men of the land, taking them into exile from Jerusalem to Babylon. 16 The king of Babylon also took into exile to Babylon all the warriors, 7,000, as well as 1,000 craftsmen and metalworkers,* all of them mighty men and trained for war….17 The king of Babylon made Mat·ta·niʹah, Je·hoiʹa·chin’s uncle,+ king in his place and changed his name to Zed·e·kiʹah.+ 18 Zed·e·kiʹah was 21 years old when he became king, and he reigned for 11 years in Jerusalem.]

Also the following from the WTS makes clear that the 70 years of the Babylonia’s greatest domination ended in 539 when it fell.
[Isaiah’s Prophesy 1 p. 253-254 par. 21-23 - Evidently, the 70 years represents the period of Babylonia’s greatest domination— …But at the end of 70 years, that domination will crumble.]
[w65 1/1 p. 30 - Thus the stage was set. For, after Nebuchadnezzar, Babylon had a brief and tempestuous history of rulership that extended only as far as the grandson of Nebuchadnezzar, falling to Medo-Persia in 539 B.C.E. So, although Babylon felt highly exalted over the downfall of Judah, with much rejoicing, yet this rejoicing turned out to be very short-lived, for the One who sets the times and seasons and who “is doing according to his own will among the army of the heavens and the inhabitants of the earth” had decreed a cutting off of Babylon’s domination.—Dan. 4:35.]
