What real story is this a smokescreen for?
I like Robert Barnes' take: near the end of his term, he asked the alphabet agencies if there was anything he shouldn't, under any circumstances, declassify. They gave him a list, and that's exactly what he declassified and took with him. Insurance.
But that's just a guess.

Haven't you heard? The real damaging documents (the ones detailing all his collusion with Putin, and the nuclear codes) were buried in his late ex-wife's casket - right out on the golf course.

If I was the WTS, I would be using Steganography to identify leakers. It's easy to do and difficult to detect.
It's a two-edge sword, though. If you can discover the location of the message and how it's encoded, likely the information encoded is some ID, a user GUID perhaps. If you know the ID of some other user, a GB member perhaps, you can sub that value in and pass the file around - which would be highly entertaining.
