Maybe I'm getting confused here but is it possible that the article in the Awake about freedom in choosing your religion is somehow connected to all this.
Now that's an interesting thought. Can we find some sort of documentation to support this? If so, that would be a very interesting development.

An NGO is simply a "non-governmental organization."
Before the Watchtower affiliated with the Department of Information of the UN way back when it was an NGO. After it dissassociated from the DPI in 2001 it was still an NGO.
As a non-governmental organization it will always be an NGO.
As Mad Apostate stated back in 2001:
The label "NGO" simply stands for "non-government/al organization". It is self-defining- an organization that has no governmental ties. The definition that the UN places on its own use of the term "NGO" is found in some of the earlier posts to this thread.
There are obviously thousands of "NGOs" in the world, but only about 2000 which have sought out and obtained a "formal relationship" with the United Nations.

So, I think it's important to determine if the presence of the Watchtower Society at this meeting is as a "member" of this organization or not.
If it's there simply to represent the interests of JWs at this meeting then this is not on the same level of the 2001 UN/DPI scandal.

The Watchtower's affiliation with the Department of Information of the UN was a compromise because it required them to agree to support the UN.
I'm not so sure this situation is the same. Is there evidence the Watchtower has agreed to support the UN here? Or, are they just using this gathering as a means to get something they want?

But my understanding of the term NGO is simply that it's a "non-governmental organization." The Watchtower Society (and its various subsidiary organizations) is an NGO or non-governmental organization.
It becomes a problem for the Watchtower Society if its relationship as an NGO if it has to agree to do something that contradicts its beliefs. That is what was shocking with the affiliation of the WT Society with the Department of Information of the UN when it agreed to support the Charter of the UN.
If the Watchtower Society is not agreeing to something against its beliefs by participating in these conferences, I don't see what the problem is.

My guess is that it was a common practice during the First World War to do that. But, that's only a guess. If it was, then I wonder if this was an option for magazine publishers to do or required? Perhaps others will know something about this?
Responding to the thanks.... You're welcome! This particular job was one of my favorite scanning jobs as it was a unique text that is disappearing due to the poor paper quality. It also was enjoyable because of the support and help from others who wanted to see this project accomplished.
