When deciding a new PO in the Cong. each elder takes turns shoving their nose up the CO's a**, the one that comes out the brownest, smelliest, and with a brown tongue as well then becomes PO. Additional points are awarded if some greenbacks are then shoved down the CO's tighty whities.
