Ray Franz, due to the whole 'much is given, much is expected' thing.
Plus, I am not sure if he's leaked EVERYTHING that he knows.
They may want him back just to keep everything else from getting out.

Actually they are all "instated", no need for a re-instatement. The WTS is the one that went apostate and needs to be re-instated.

On topic, I'd say Ray simply because they could never trust such an honest person with the dreadful, sinful secrets of the society. That and he'd then be able to speak to others and that couldn't be allowed.
