I think it is a good idea, it done sparingly and on a timely basis. I know I have seen threads slip away that later would be useful to a newbie. If the title isn't noteworthy, then I can't remember and the thread is lost. I am thinking of getting organized (my New Year's resolution that I haven't acted on yet) by keeping a list of good threads that can be retrieved with the search function at the top of the page.

I think bringing the odd post back to the top is a good idea. It stops us forgetting some real gems.
Hopefully the rating system will allow people to filter out the 'top' posts over time as well though
