Yes a very cute sister started to regular auxiliary pioneer (60 hours every month) she was NEVER seen at Filed Service arrangements - I was aasigned with service overseer -- we told her that aux pioneer was a great privilege and that she needed to be seen and supporting the groups. Her hours dropped to about 4 per month after the visit. She tried flirting with me but it did not work -- I like pretty girls but I am not a sucker
As a general rule no, most elders including myself did not go around auditing publishers hours. However, I remember one CO visit we had. This guy was a real by the book hard nose and he wanted to know how one sister managed to get her 15hrs in each month without ever been seen in service so me and another elder were assigned to investigate. We approached this sister and asked her about this and she told us she got most of her hours witnessing informally to neighbours and doing street work and the only reason she could not be with the group was because her husband objected her leaving so early in the morning without making him breakfast. He was not a JW so her explanation made sense and we reported this at our next elder's meeting with this CO. This guy laughed and made a snide remark to the whole elder body that "we are not in the secret service" and we should encourage others to support the group. Real asshole this guy was, so much for understanding and compassion. Anyways, that was the beginning of the end for me as a JW.
This topic is right up my alley. I never thought I would actually adit this this.
I have been faking my hours for years. I even pretend to be a full time pioneer. It's not hard. I meet the group a few times a week and then go off on my "bible studies" and "return visits".
I even sleep in on the weekends. After all, I have been out all week I need time to study, pray and ponder. (HBO ON demand!)
I am a paragon of spirituality in my congregation. I have not actually been out in service for more than a hour or two a month for years.
I don't want to lose my family and friends and I sure as hell don't want to be an advocate for the malarky that this organization is putting out. So I just go alone and make up stuff. Experiences, bible studies and all the rest of it.

You could be describing my old CO, Jack Danley (aka Jack Daniels). That guy was a piece of work. I mentioned him here at JWD a few years ago, and someone responded he retired to Florida (IIRC) and was pissing-off people down there, even without his C.O. title.
It is also telling that the CO you speak of was not so much concerned that the hours might be fake, but rather that she was seen supporting the group. In other words, if that sisters story was indeed true, and the hours legitimate, it would not be enought for this CO. Perhaps he would have been happier if she had appeared for the group arrangement, then dissapeared to work alone -- and gone home for a nap!

Oh dear, I'm bad. When I was a book study conductor I had to phone around for hours of those that didn't fill in their reports at month end. I recall talking a couple of people into logging an hour or two since I thought they must have talked to someone about the "truth" in a month.

My father told me this story about the time when he was an Elder: the BOE discussed appointing a young pioneer as a ministerial servant. One Elder was strongly against that. One of the charges he made was that this pioneer faked his time report.
When the CO investigated he found out that the pioneer had a timetable that started very early at the railway station. The CO returned to the local elders and said he found no basis for that accusation. Still, the one Elder was strongly against making this pioneer a MS. He even wrote to the Branch Office about that. He even went to the pioneer and demanded that he declined if offered the MS position!
My father was pissed because the son-in-law of a very prominent local Elder was made an Elder with an average of 2 hours a month!
This went on for months and the CO switched. The new CO supported the Elder who was against the appointment. The whole thing ended with the pioneer changing the congregation (I wonder if he is still active) and with my father's stepping aside as an Elder. He literally threw his flock-book onto the COs table and said: "This behavior is satanic." He wrote several letters to the Branch but was always directed to the local BOE. Those refused to answer his questions. So he ceased to attend meetings.
He has never found out why this Elder was so strongly against appointing that pioneer and why he was successful...

Not sure how alive this thread is but I thought I would add my two-cents anyway.
I suspect strongly that the procedural changes that occurred recently (sometime in the past 2 years) were in part motivated by the concern of being able to more closely monitor reported hours.
The changes I am referring to are those pertaining to the book study and the turning in of the field service report itself.
Previously you may recall, Publishers received a reminder at the end of the month to turn in the report by the end of the month or no later than a few days after. This was simply done by dropping the slip into a box at the literature counter.
These slips were then simply transferred to the publisher's individual card and to a congregational report by the secretary or field service servant? Thus the likelihood was small that this person would be in the position to even be aware of any discrepencies between hours reported and "known" hours (those occassions during the month when you engaged in formal field service.)
Now however, the procedure is completely different. Instead of turning in the field service report by dropping it anonymously into a box, the reports are to be turned in directly to the publisher's Book Study Conductor. It is of course the book study unit that is organized for formal weekly service and therefore, this change in procedure thus makes it much more likely that the Conductor, who no doubt has been instructed to review the records as they are turned in, can easily identify whether the publisher is reporting accurate hours, at least in comparison to the "known" field service.
Of course none of the above has been explicity acknowledged or even hinted at by the Society. The only explanation for the change that I ever heard was because the new procedure would supposedly allow the Secretary to get the congregational report completed on time since the Book Study Conductors would be the ones to prompt their charges to turn in their reports on time.
Of course, even with the new procedure, and at least so long as "informal" witnessing continues to be "allowed," the ability to exaggerate one's hours remains. I would not be suprised if the report itself were not modified to make a distinction between "formal" hours and "informal" hours.
