They are of course in a win-win situation, Terrorist attacks and Wars, the World Conditions are worsening ! Some major problems get solved, Peace and Security !
They can use either to mask what is really going on, as outlined by Vidiot above. (Not sure about South America, but probably as good as most places for 'em to disappear.)
