What sort of things are covered by a special needs talk? For that matter, what issues generally get raised at a local needs talk?

Usually its a form of begging\directive or demand. Something which the Borg imposes on its $heeple to instill mind control then gaslights its members to do something against their own will as a fear or thought control method.
A sophisticated form of control or undue influence.
