Bad stuff happens - people have the news reported to them, they are shocked. It gets dealt with but not really dealt with properly.
Same bad stuff happens again - people have the news reported to them, they are not as shocked. After this has happened enough times, people become jaded and there is little resistance to the unthinkable being legalised. It has been going on for years and Andy Warhol painted the idea.

Likely it is one of tools in the box of tricks of the Fabians, who's old coat of arms was a wolf in sheeps clothing. But that blew their cover, so they changed it.

Simon, I don't know about elsewhere, but here in the US the education unions have a lot of political pull. I can't find current information, but a few years ago about 1/4 of all delegates to the Democratic convention were members of education unions. With that kind of clout it isn't hard to get your dirt swept under the rug.
Like the saying "follow the money," if you want to find pedophiles follow the children.
