This seems perfectly reasonable. Find a mid-20s ministerial servant, about as mentally "in" as you could possibly be, pull him to the side, tell him that he is really uber "exceptional", and it's this exceptional awesomeness that has earned him the rank of elder. This would definitely not go to his head, and would absolutely cultivate a spirit of humility.
