Very interesting to read provisions for congregations that can’t afford donations to Watchtower. They even suggest only collecting donations for local use if they are short of money. Firstly, credit where it’s appropriate. Secondly, it sounds like a lot of congregations are struggling for money. (This document applies to Spain. Does the same advice apply elsewhere?)

As others have noted, the only authorised use of KHs is for judicial committees—shows their priority. The same instruction says that no meetings should be held with medically vulnerable people. So presumably, if you tell elders you are medically vulnerable, they can’t force you to a judicial committee, for the time being at least.
