* sigh * Dude, the "executions at the local level" are the result of the policies.
The problem isn't caused by local BOEs failing to follow the Org's instructions...
...they're caused by local BOEs following the Org's instructions to the letter.
They run the risk of getting removed if they don't.
What the apologists and naysayers can't seem to wrap their heads around is that the Org's policies themselves are irrevocably flawed and inadequate, yet they refuse to reform them.
