This was the first thing I thought of way back when they started on about "weird instructions" and such.
With the "ever increasing" (see what I did there? :smirk:) pile of shit they're having to deal with lately, they'd be stupid not to have some kind of contingency plan similar to what you've suggested (we've already seen anecdotal evidence of offshore accounts).
Frankly, I'm surprised they haven't made "bunker videos" sooner.
