I have not ever seen anyone tramping on a flag in a parking lot but it's good if you pick them up. And there is "flag etiquette."
Jayson,
It was awful! This was after 9-11 when everybody had attached flags to their autos. I worked in the accounting dept of a plumbing supply store and when I would go outside to grab a smoke, I would see flags all over the parking lot. People would drive over them, trample them. I had finally had enough when I went into the warehouse and there, in our drive way, was the flag, coated with filth and tire marks. I went around the parking lot, gathered the flags up, and placed them in a container and set fire to them.
Some of our employees, who hadn't a clue regarding proper flag etiquette, started harrassing me about burning the flags. I mean, they were rude. Called me a "flag burner" and "unpatriotic". These were the same employees who had let the flag lie there in our driveway. I told them all to get on line and look up proper disposal of a flag before they judged me.
After the disposal, I took them into the office and pulled up a website on how to treat a flag. These people did not apologize, they went their way. However the following week, when there were more flags in the parking lot, nobody said a word when I collected them for burning. None of them made an effort to help me either.
I was and am still apalled.
