I think most of the evolving and enforcing power structure of the JWs came from Rutherford. He was a professional lawyer who was infused with legal judgmental decision making and the individual power which came from that.
The blood issue with the JWS is holding on and might be because of the legality or libel to instigate the probable death of people ???
