LOL--they know the law well enough to know that they can charge the maximum BUT not well enough to respond within 40 days.
If I lived in the UK, I would get a money order for ten pounds, mail the letter CERTIFIED (proof of delivery) and on the 40th day if I didn't have my records, I would file against them in small claims court.
I'm sure NONE of you doubt me, either, LOL.
