My SIL read the letter for the new donation arrangement and said 'there just eliminating a contribution box thats all'?!?
IMO this added move of CO making appointments will help to make more company men or cheese and cracker men as JT used to say. Imagine the ego of a PO/COBE who can now pick his body of elders. the perks a CO will get each visit due to said elders wanted to make sure their people are appointed. Just a little move or change but significant in an elderbody arrangement. I remember a lot of elders who were frustrated that people they really wanted appointed would be held up for some trivial procedural issue.
Also I wonder how this will work with the file bethel used to keep on people? Will the CO's have the full files that bethel keeps on former bethelites, missionaries and MTS folk?

The Governing Body as CEOs over the Watchtower Corporation by necessity must plan for what to do if Armageddon doesn't come. They have to have a plan B because plan A(Armageddon coming don't look very likely judging from their past attempts at dating things) will never materialize looking at it probablistically.
So they are now getting ready to rob all the rank and file of their meeting places so that they can survive for as long as possible. They recieve all the congregations contributions except for a small amount to cover operational expenses I think that is how the congregations account are handled, watch what happens when the lawsuits start to be paid out watch the Kingdom Hall properties being sold to pay for it. This will have a snowball effect that will gain in momentum as Watchtower starts to take the money and keep the scam running for as long as possible.

Here's the thing- most congregations barely get enough money to pay the operational expenses- utilities and maintenance, toilet paper and trashbags. They apparently will still have the WORLDWIDE WORK box for donations to the Borg but now want to take a set amount out of the regular contributions box. I see this explained at the congregation level to the members to make sure they put their "set" amount in the local needs box and the other box goes way down (not that it was so high to begin with).
This scam has to go on for awhile so that C.O.'s can strongarm the locals on their visit to up their monthly amount. And then nobody can force them to send it if they fall short, regardless of what they told WTS, but they won't be reminded of that fact.

This may be a plan to use up a lot of depreciation on kingdom halls. Right now in our area most Kingdom Halls and assembly halls are kept in decent shape because the congregation is pretty much forced to.
With this new arrangement the congregation will have to pay their set monthly pledge but the watchtower doesn't have to give anything back for close to 20 years if the hall is in decent shape now. On top of this the congregations have to pay for minor repairs which are not defined. So if your carpet is shot or you need a new roof you can damn well pay for that yourself because that is a regular maintainance item and headquarters isn't responsible for that.

According to the JWs I know, they don't need to store up cash for AFTER the Big A. They all believe that we will literally be camping out, roasting our food over a fire. This camp out will occur soon. After all, the DC invitation this year will be a History Making event!!!
Who knows what these crazy bastards are doing?!?!? Not even the "Dukes and Stars" know the doctrine anymore! It's full steam ahead for the Global Petting Zoo!!!! TOOOT,TOOOT!!!!
