Interesting rmt1, it seems as though the German troops reached a consensus that surrender was the only course , quite some time before they could have known their leaders were trying to negotiate their surrender on their own terms.
We can only hope something similar happens within the WT, and the "troops" (R&F JW's) realise they have to make their "peace with the world" if you like, thus forcing the hand of the men at the top of the WT.
