Remember teen victims old enough to be baptized were not always handled as "children". I believe the number of perps to be much higher. Those cases may have been handled as "rapes" where the victim did not fight or scream....therefore consensual "fornication"...and if unrepentant...reproved or disfellowshipped.

Perhaps like those now partaking in the memorial is the number going up at a rate greater than general growth in the organization? My only guess is that since the 23,000 came out just over 10 years ago, there are more now.
