Yes, it says "Jehovah's Witnesses" just to the right of the banner, and the large red stamp underneath means "Totalitarian Sect!"
It's ironic that Russia of all countries should claim to be such an authority on what is or isn't totalitarian, but at least their judgment is sound when it comes to harmful cults. As they say, "it takes one to know one".
Like slimboyfat said, likely it only serves to reinforce the seige mentality. However, it won't do the local publishers any favors when it comes to gathering new recruits.
