They were not working the street - they were just hunting people who they could talk to in Vietnamese.
That jogged my memory...
I remember years ago, back when Mexican immigrants were just starting to move into the area, enough that there was a presence of them...and before we had Spanish speaking congregations, the CO organized the elders to form groups that could speak Spanish and they targeted Spanish speaking people. I don't remember, if I ever really knew even, how they went about locating the homes of just Spanish speaking people, but they met every so often to just go find Spanish speaking people.
