I really don't get where they are going with this kind of quote referenced by the OP. Can you imagine if an elder said somthing like "everyone should partake" or "Armageddon is a long way off"
What I mean is once you are an elder, you can't wander off the reservation the least bit or you will be questioned in a New York second. Where are these elders that subtly take multiple publishers out with them when they leave? I've never heard of anything like that happening.

Only 2 ways to look at the info:
1. It is true, so therefore there must be secret apostates. Who are they? How will I be able to discern them?
2. It isn't true, therefore the leadership must either be crazy, mistaken or paranoid.
