i'm English --UK--& not sure what the phrase means or implies

    over here we have

"asking you out"----inviting (usually) a woman for a date

"offering you out"---usually one man inviting another man to "step outside" for a fight ( punch-up )

Well, a verbal calling you out though... not a physical one.
