i think it's irritating.
my mechanic had my car for days and never answered my calls because he was "busy". He's very inexpensive but I told him how pissed I was and he still blew it off.

I usually only give people my home phone. (I have a prepaid only for emergency cell phone) Not being on time is one of my biggest pet peeves, and if it isn't a reasonable amount of time after they've told me they'll call, when they finally get around to it, I probably will let it go to voice mail instead of answering it.
