The closer it gets to 2014, the busier they want the r&f to be to take their mind off any creeping doubts, IMHO. Incidentally, they are really hammering on about how close the end is - not just at the 'normal' level, but constant repetition and emphasis said to be filtering down from the GB itself. It was certainly the case with a recent CO visit the local congo had.
