Nooo, Titus, I don't know who that guy is with President Kennedy, but then I was only 7-8-9 - somewhere in there - when Kennedy was shot...
And though the conspiracy theorists have caused that particular period of American politics to be searched with a fine-toothed comb, they weren't looking into foreign policy...
So, I'll take a guess... Franco?? Or the Irish Prime Minister at the time - the guy doesn't look Irish, to my eye...

WE Irish are the true owners of tartan not the Scots. Tartan (kilt) did indeed originate in Ireland, which was introduced to the then unnamed country of Scotland by the Scots, who moved from Ireland to re-found their ancient kingdom, Dalriada and gave the Scotland its name. The very first form of tartan is nothing like its modern day counterpart; it being a form of shirt that ended just above the knee - known as léine in Irish Gaelic.
