My guess is that it was a common practice during the First World War to do that. But, that's only a guess. If it was, then I wonder if this was an option for magazine publishers to do or required? Perhaps others will know something about this?
Responding to the thanks.... You're welcome! This particular job was one of my favorite scanning jobs as it was a unique text that is disappearing due to the poor paper quality. It also was enjoyable because of the support and help from others who wanted to see this project accomplished.

I was one who helped on this project, all those years ago.
But now, I can't find the thing anywhere...It must be berried in the rubble I guess.
