This was before "elders", but we had a newly appointed congregation servant back in the day who was rushed in to fill the void when the old one moved to California when his business went under in Oklahoma.
This toolbag actually gave a concluding prayer after the service meeting and thanked Jehovah for the special spirit he had provided since the new CO had been running the show.
Yes, it was noticed and discussed as a point of derision. No, nobody actually DID anything about it.
