That's a Sefer Torah in it's holder, a "Holy Ark" (Aron Kodesh). That is where the congregation's copy of the Torah is stored when not in use, usually at the front of the Temple. Most Jewish temples have one. That one in your picture is very ugly.

Ok Elsewhere. It looks like something my kids would make for a science fair project. Ok, the oldest makes it, the second one smokes out of it and the third saves buttons in it.
(edited to add that I just asked the youngest what she would do with it and she said save her jewels and money in it) Funny really. I bet the church had the same thought.
