Looks like a Hebrew scroll of the Talmud. Orthodox Rabbis use them in ceremony and when they are off duty they keep a little bottle of Schnapps in there.

Looks like it has that breastplate that aaron would wear. The isrealites would write a question on a piece of paper and stick under Aaron's breasplate nad the jewels representing the 12 tribes of isreal would light up an answer.
