The problem with the BOE arrangement is that now you have a lot of guys aspiring to be somebody. And when they get into office they usually really let it get to their heads!

The B of E is generally better , with more discussion and some curb on the one mans power. Any happy memories of the old days have to be answered with " Yes, but who is there around today that could do a good job of a real Cong Servant"
The best time IMHO was when they used to rotate all the positions annually . Then if you had a bad one in charge, he was gone next year and nobody got to be too big for their boots.
