Okay, so I know this guy in the kindomhall who is having sex with his lady friend, they are over the age of 18 so that is not the problem. To annonymously inform the hall of wrong doings going on in their hall, where would one write?

The elders tend to ignore anonymous tips since if they are a jw, they should identify themselves, and if not a jw, their testimony is practically worthless.

Write to the local KH (ours has a mailbox right in front...check phone book or 411) and branch office.
Make sure to include their names, local KH...and what DFing offenses you have witnessed in word or deed and on what date.
Your letter should include your disgust on how the WTS holds itself as 'Blah blah blah.and it's adherent are moral..blah blah blah' and yet these two are fornicating...blah blah blah blah.....proving that the WTS isn't Gods blah blah blah....
You get the drift....
They won't be DFd for pornea but for bring reproach on the organization.

BTW.....I would personally MMOB on this one....better ways to save a JW....it could backfire and they marry in a rush.

I am all for freeing people's minds from the cult, but that is a nasty way to jolt them in to reality.
And besides, there certainly is no guarantee it will work.
Here is what might happen: They may both feel horrible about what they have done, and even if they are DF'd, they may be super determined to do whatever it takes to get back in the fold (please, no puking at this point). They may feel that it "had to be Jehovah's spirit" that brought this matter to light (once again, please - no puking).
Remember, the brainwashed mind, is a delicate blob of grey matter that needs to be delicately pushed and prodded, usually over an extended period of time, before it able to shake free from the shackles of WT tyranny and think freely.
