So what does 60% supposed to mean? What about the other 40%? I e-mailed Tom Skilling in Chicago(WGN), with that question and he didn't answer.

Considering the variables involved in it they do pretty well in my opinion.
BTW 60% chance means 60% of the area that he covers has a chance for rain that leaves 40% that does not have a chance of getting rain.
