I think the bit at the bullying is just a bad metaphor rather than trying to say there's anything intentional about the black hole jet hitting a nearby galaxy. The other galaxy just happens to be at the wrong place at the wrong time.
It's as if a billion voices screamed out then were suddenly silenced.
