I can't really understand why Wt had to play dumb ass with Katie kitten and not hand over their child safeguarding policies. I think if anything they could of benefited by being able to prove that they were been proactive in the matter and also handling it in an open and transparent way.

Because, on a fundamental level, they aren't actually being proactive in the matter or handling it in an open and transparent way, and they know it.
Plus, there's a very real possibility that those answering the phones genuinely are dumb-asses.
