    Some people talk about the governing body as "cult leaders"

    As usual, I almost agree. I certainly agree that none of the constituents of the GB are charismatic, but the charisma is only required to create the cult. Once created, only the cult itself needs to generate the energy to perpetuate. The GB are still cult leaders in that the cultists look to the GB for direction and as a centralized authority visibly standing in for deity, and the GB provides exactly that.

    As a collective body, the GB is a cult leader. The constituents members are not cult leaders.

    David Miscaevage is nowhere near as charismatic as L. Ron Hubbard, but he managed to take over "scientology" and suck in the likes of Tom Cruise, John Travolta, & Greta von Susteren...

    So with the current GB - although in both cases you can sort of feel the air slowly leaking out.
