Only elders are supposed to have a key but they don't keep them in safe places
I can confirm this. I have key to the document cabinet because I picked it up one time when I was in the KH library. I have had no opportunity to look inside to see what they got on me though...
In the U K at least, the record card bears the signature of the publisher. This is to protect the congo from any adverse isssues arising from the Data Protection Act. You cannot say that you were unaware that they were keeping a record .
