Your guess is wrong. I'm not a Ham. The reason I said what I did was that I am technically required by law to do so, having held the COMMERCIAL Licenses in order to earn my living by doing electronics work. If I engage in that service in the future, I have discharged my obligation.
BTW, the penalties for such violations were '10 years or 10,000' as the old industry saying went. It's gone up.
