Bilateral means both sides. So both hips were fractured. Unilateral means one side.

what exactly is a bilateral fracture of the hip?

Sorry Elsewhere I should have explained in normal folks terms instead of medical jargon.

The news story described "bilateral fractures of the femur", meaning both left and right thighbones were fractured. The "hit-and-run" description from the casualty is actually a plausible explanation for that kind of injury. Unless a person is suffering from osteoporosis, it takes a helluva lot of force to fracture a normal thighbone.
