So they need to pay 2 million now. But is this still accumulating? Is it just going to keep going up and up and up until they release those monsters names?

Well, Mr Zalkin's contention is that the penalty has been accumulating this whole time. Though when the case went on appeal the superior court case was put on hold till the appeal was completed. The case went onto appeal when the fine was about 64,000. Mr Zalkin will probably attempt to get the full 2 million but that will have to be up to the superior court.
