To answer the initial post, I had a friend on the RBC who was on the inspection team. The job of this team was to visit all the KHs under their RBC jurisdiction to check, not just the state of repairs, but also that they were up to date with regards to safety laws and also access laws, such as for people in wheelchairs. As most KHs fall foul of this last area, the RBC is never short of KHs to work on.
