Hey, they try to be "of one mind." Maybe that's why they aren't appointing new guys. They all share that one mind and it barely keeps the bodily functions of all those guys working. So each death brings each member a bit closer to being able to think for himself again. Kind of like decapitations each making the remaining Highlanders stronger.
