I'm pretty sure he means the new elders' manual, due for release in the US around November/December 2010.
If they are working on translations that means the text has been finalized.
I'm betting that it will come with several blank pages where the really incriminating / legally troublesome info is to be written in at the elders' schools in November / December.
I'd also bet it contains several strong warnings against the internet, porn, social networking sites, and apostasy.

A pdf version would be very nice to see what the WTS is feeding the elders.

I thought it was just going to be blank pages for each elder to fill in by hand at the elders school.
Can't wait see how ambiguous it is going to be. I bet the WTS lawyers had fun writing it.

I wouldnt get too excited about this. It will be the same as the Flock book. I'm more curious as to what they they want us to do with the Flock books upon recieving this new book. The letter if i remember correctly stated we would recieve instructions on what to do with the Flock books. It sounded real Mission Impossibleish.
